Supervising

As part of ongoing supervision, we take the responsibilities of HSE service in accordance with the Regulations of Ministry form 2nd September 1997 on occupational health and safety (Journal of law No. 109, item. 704, with further changes).

Cooperation based on contract or employment (full or part time).

We offer:

  • trainings for the employers (induction and periodical),
  • trainings for the managerial positions (induction and periodical),
  • trainings for other employees (induction and periodical),
  • developing work instructions (technological lines, instructions for machinery, chemicals), labor regulations, internal bylaws,
  • developing risk assessment,
  • accident documentation service (accident team, legal classification of the accident, GUS and ZUS reports),
  • proper hse, first aid and fire markings of the building supervision,
  • representation of the Labor Inspection (PIP), as well as PSP, PIOS and PIS,
  • participation in developing the modernization plans and expansion the workplace regarding HSE,
  • participation in developing rules and standards according to allocation of PPE’s, work wear, cleanings, regenerative meals and drinks,
  • cooperation with the authorized laboratories, which according to separate regulations can perform tests and measurements of harmful factors that occur in the workplace, regarding the organization of these tests and measurements and how to protect employees from these factors or conditions,
  • analyze the workplace in terms of organizing tests and measurements of harmful factors and the protection employees form them,
  • auditing the working conditions and complying with HSE regulations among the employees,
  • advise and opinions according to selection of effective PPE’s on the workplace,
  • advise according to labor law and HSE,
  • preparation periodical HSE reports, at least once every year.

Advice and services on HSE, Fire Fighting and labor law are offered by the rates of our price-list.

Coordination

We can offer coordination of HSE and Fire Fighting on the construction sites, projects, concerns, contractors, organizations, and buildings in terms of:

  • consultation on creating the BIOZ plan and IBWR documentation (advise on BIOZ plan for General Contractor and participation in preparing the procedures and policies applicable to all the contractors during the construction works),
  • checking and accepting the documentation (BIOZ plan, works methodology, IBWR documentation) of all the contractors and permit them to do the works,
  • preparation, implementation, actualization and verification of the BIOZ plan,
  • preparation, implementation, actualization and verification of the IBWR documentation,
  • preparation, implementation, actualization and verification of the contract rules,
  • periodical preparation and handing the reports form the activities carried out in the contract concerning safe work organization to the HSE Coordinator,
  • supervision on extremely dangerous works (for ex. working at height),
  • supervision and inspection on Fire Fighting secures,
  • supervision on assembling the large-scale elements or rebuilding the power electric plants,
  • HSE and Fire Fighting trainings for the employees (induction and periodical),
  • record keeping of the documentation connected with HSE (instruction, risk assessment, protocols, reports etc.),
  • participation in the HSE committee,
  • participation in the accident investigation,
  • inspection of the methods, work conditions and HSE on the construction site and the workplaces, as well preparation of the reports in this matter (for ex. Preparing the photo documentation form the findings),
  • inspection over the realization of the recommendations and removing the findings,
  • preventive measures restricting the potential source of the hazards,
  • representation and participation in the inspections of the external supervisions PIP, PSP,
  • advice and support for the project managers,
  • supervision and inspection of the contractors regarding the:
    – organization of the workplace,
    – technical condition of the construction equipment used,
    – valid HSE trainings and medical documentation,
    – inspection of the work permits necessary for the work,
    – sobriety tests of the employees.

IBWR documentation

Who prepares the IBWR document?

Contractor, subcontractor, or designer prior to the execution of works is obligated to draw up instructions for safe exercise and acquaint them with her staff in the performance of their works. (art.2 Regulation of the Minister of Infrastructure of 6 February 2003 on health and safety during construction works (OJ 2003 No. 47 , item . 401).

The procedure:

  • the instruction shall contain all the hazards and risk related to performed works, ways of protect the employees and solutions minimalizing the risk of accidents,
  • each contractor is obligated to develop the IBWR instruction and get familiar with it’s content to all the staff, who will be running the works,
  • The work manager is to conduct the training going through the IBWR instruction,
  • After hearing the IBWR , each employee is required to confirm the fact with the signature acquainted with it.
  • Related documentation is kept by the contractor.

What is the IBWR?

The regulations (Regulation of the Minister of Infrastructure of 6 February 2003 on health and safety during construction works (OJ 2003 No. 47 , item . 401)  states that IBWR is the way to prevent the risks related to performed works, that are mentioned in art. 21a paragraph. 2 of the Act of 7 July 1994 – Construction Law (Journal of Laws of 2000 No. 106, item. 1126, as amended. amended.), and the way to conduct in case of the risks.

H&S regulations do not determine what specifically should be contained in the IBWR instruction and how should it be developed, therefore we do it according to countrywide agreement regarding the IBWR: http://porozumieniedlabezpieczenstwa.pl

Before starting to perform the works, the subcontractor is obligated to provide the IBWR for the works due to:

  • art. 21a, paragraph 2 of The Act of 7 July 1994 – Construction Law (Journal of Laws of 2000 No. 106, item. 1126, as amended. Amended),
  • general risk assessment, contained in the BIOZ plan,
  • risk assessment conducted by the subcontractor.

The obligation to prepare IBWR concerns the scope of work specified in the Construction Law (Journal of Laws of 1994 No. 89 item. 414) art. 21a paragraph. 2, in works:

  • the nature, organization, or place of business poses a particularly high risk of security threats and human health, in particular burial ground or a fall from a height,
  • the course of which there are effects of chemicals or biological agents that threaten the health and safety of people,
  • hazardous ionizing radiation,
  • conducted nearby the power lines or active lines of communication,
  • posing a risk of employees drowning,
  • conducted on wells, underground earthworks and in tunnels,
  • performed with a vehicle powered from overhead lines,
  • performed in the caissons, with the atmosphere generated from the compressed air,
  • requiring the use of explosives,
  • conducted during assembly or dismantling of heavy prefabricated components.

BIOZ plan

Who develops the BIOZ plan?

The obligation to draw or provide the BIOZ plan (art. 21a of the Construction Law, Journal of Laws of 1994 No. 89 item. 414) rests with the construction manager. Construction Manager may delegate to draw up a plan BiOZ to a company with experience and expertise in this field. The BIOZ plan gives the ability to effectively convey the necessary information concerning the safe organization of work on the contract and reduce the risk of accident.

The procedure:

  • BIOZ plan is drawn by the construction manager according to BIOZ information included in the construction design by the designer,
  • BIOZ plan should be drawn by the construction manager before the construction starts, and should involve the specific of the building and the conditions for conducting works,
  • the construction designer is obligated to make a statement about drawing the BIOZ plan, acceptance of the obligation of constructor designer, which the investor should attach to the information about the date of the work commencement,
  • each employee is obligated to become acquainted with the BIOZ plan, and testify it by their own signature.

What is the BIOZ plan?

It’s a document containing information concerning:

  • scope of work for the whole investment as well as the various stages of implementation
  • list of existing buildings,
  • demonstration of land or parcels that may pose a threat,
  • information concerning the occurrence of anticipated risks to people together with an indication of scale, the type of threat and the time and place of their occurrence,
  • information about the marking of the construction area,
  • information about the manner of training staff prior to the execution of works particularly dangerous,
  • determination in case of emergency,
  • information about the PPE to be used by the employees,
  • definition of the way to store and transport the dangerous materials inside the construction area,
  • indication of technical measures minimizing the risk of danger inside the construction area,
  • indication of the resources used to efficient communication and in case of emergency, enabling to provide fast and efficient evacuation,
  • indication of the place where the construction documentation is being stored,
  • marking the factors that can pose risk and location of the fire and rescue equipment,
  • marking the roads and communication routes,
  • marking the protective zones.

The constructor is obligated to prepare the BIOZ plan in three cares:

  • when planned works will take longer than 30 working days, and at the same time at least 20 employees will be hired,
  • when the workload of the planned works will exceed 500 person-days,
  • when the construction will be executed at least one of the following described types of construction:

* assembly of components of bridges,
* assembly, disassembly and maintenance of scaffolds with high-rise buildings,
* assembly of components of bridges,
* the work of an organization or place of creating a particularly high risk of danger to the safety and health of people, and in particular to fall from a height or burial ground,
* trenching on vertical walls without bracing with a depth greater than 1.5 m and the excavation of a safe angle of the walls with a depth greater than 3.0 m.,
* work at which the performance there is a risk of falling from a height of more than 5.0 m.,
* work done in active industrial plants,
* work is carried out using a crane or helicopter,
* work performed under or near power lines conductors, a calculated horizontally from the extreme wires, less than:
– 3.0 m – for lines with a voltage rating not exceeding 1 kV,
– 5.0 m – for lines with a nominal voltage above 1 kV but not exceeding 15 kV,
– 10.0 m – for lines with a nominal voltage above 15 kV but not exceeding 30 kV,
– 15.0 m – for lines with a nominal voltage above 30 kV but not exceeding 110 kV,
* construction work carried out in the ports and harbors during the movement of ships,
* work carried out at the buildings damming, the damming height above 1 m.,
* work performed near the railway lines,
* work, the course of which there are effects of chemicals or biological agents that threaten the safety of persons:
– work involving the removal and repair of building products containing asbestos,
– the work carried out at temperatures below -10 °C,
* hazardous work ionizing radiation,
* refurbishment and demolition industry objects of atomic energy,
* refurbishment and demolition facilities where the processes were carried out using isotopes,
* work near high voltage power lines and active lines of communication,
* work is carried out at a distance calculated from the extreme horizontal wires of less than 15,0 m.,
– for lines with a nominal voltage of 110 kV,
* work is carried out at a distance calculated from the extreme horizontal wires of less than 30,0 m.,
– for lines with a nominal voltage above 110 kV,
* construction and repair:
– lines and traffic control devices,
– railways (rail work and underfloor),
– the overhead line and power line rail network and electrical equipment,
– telecommunication networks, digital communications and computer related to managing rail traffic,
* work with the risk of drowning employee,
* work carried out with water or under the water,
* work carried out at the buildings damming, the damming height of more than 1 m.,
* work carried out in tanks, ducts, interiors technical devices and other hazardous confined spaces,
* work carried out in the wells, basements and tunnels,
* work related to the implementation of pipelines go under obstacles methods: tunneling, jacking, or the like,
* work performed powered vehicles with overhead lines,
* work done in caissons with the atmosphere generated from the compressed air,
* work requiring the use of explosives:
– demolition work, including cutting holes in the existing structural elements of objects,
– earthworks associated with the movement or compaction of soil,
* work carried out during assembly and dismantling of heavy prefabricated components – works whose weight exceeds 1.0 tonnes,
* carry out work on bridge structures by fitting the structure to support,
* foundations for bridge abutments and other buildings on stilts,
* foundations for bridge abutments and other buildings on stilts,
* tall concrete structural elements of bridges, such as abutments, pillars and pylons,
* all construction work performed in the area of ​​rail in railway traffic conditions,
* demolition of buildings with a height exceeding 8 m.

Audit

Audits are to verify meetings of the minimum legal requirements, that the employer has to follow according to local regulations. (As the inspection of the National Labor Inspectorate (PIP), Sanitary Inspectorate (PIS), National Fire Brigade, Technical Inspection Authority (UDT)).
